Administration & Support Services


Administration and Support Services are under the supervision of Assistant Chief Craig Thomason.  Administration and Support Service encompasses all the behind the scenes and special programs offered by the San Angelo Police Department to include Information Technology, Dispatch, Records, Police Community Services, Crime Stoppers, and all of the administrative obligations, maintenance, and purchasing.

 

Information Technologies Division:

The goal of the IT section is to oversee and maintain the technological infrastructure to better serve the officers of the department and citizens of San Angelo. Computer maintenance, software implementation, and web development are handled within the departments' IT section. The IT section is also involved in the research, procurement, and implementation of new technologies as it applies to law enforcement.  IT Lieutenant oversees the Records Section, Racial Profiling, Police Community Services Section, and the Crime Stoppers Unit.

 

Public Safety Communications - Dispatch

The mission of San Angelo Public Safety Communications is to provide a quality and professional communications link between the citizens we serve and the public safety agencies that respond.

The San Angelo Public Safety Communications Department is located at 323 E. Beauregard in San Angelo, Texas. They are the answering point for all 911-Emergency calls made within Tom Green County, Texas. The SAPSC is operated 365 days a year. It's Staff consists of highly skilled and motivated personnel using the latest tools and technology in public safety to answer emergency and non-emergency calls and perform dispatch services for Police, Fire, and Ambulance services.

Records 

The Records section is responsible for storing, indexing, and disseminating records produced by police officers in the course of their duties. All of the reports generated by calls may be accessed through the Record Section. Arrest records and sex offender registration records are housed here and sales permits, taxi permits, criminal history clearance records, and fingerprints may also be obtained from the Record Section. The Records Section is open for business Monday-Friday, 8:00 am-4:30 pm.

 

Police Community Services Section 

Crime Prevention

The Crime Prevention section is part of the Community Services program of the Police Department and is dedicated to providing information and tips to better protect the citizens of San Angelo against burglaries, theft, assault, fraud, and other crimes. Crime prevention officers research and present programs to individuals and groups to raise awareness about home, vehicle, and personal safety as well as to businesses to raise awareness about shoplifting, fraud, workplace violence, robbery, and burglaries. Citizens can contact the crime prevention section to have security surveys performed at their home or business at no charge. The officer will make recommendations on landscaping, lighting, locks, doors, windows, etc to improve the overall security.  Crime prevention officers can also assist in creating neighborhood watch programs in your neighborhood.

Recruiting and Background Investigations

The Recruiting Officer of the San Angelo Police Department is responsible for identifying all possible recruiting events and opportunities.  This officer will then address the recruiting efforts through advertisements, media, printed materials, and the internet.  Recruiting is done year-round and is considered a priority by Chief Carter in order to keep staffing at its fullest.  The Recruiting Officer works closely with potential applicants to assist them through the hiring process.

Community Services Background Investigation Officers of the San Angelo Police Department are responsible for the processing of all the department applicants, for both civilian and police officer positions.  Testing, background investigations, and interviews are conducted and or coordinated from this office. For more information, contact (325) 657-4331.

 

Crime Victims Assistance 

Innocent victims of violent crimes (including assault, family violence, sexual assault, stalking, etc.) may apply for reimbursement of eligible expenses incurred as a result of the crime, such as medical bills, counseling, and lost wages, from the Crime Victims’ Compensation Division of the Texas Attorney General’s Office.  For more information, or for assistance in applying, call (325) 657-4331.  You may also call this number to inquire into the status of the investigation into your case. 

 
Crime Stoppers Unit

The Crime Stoppers program involves the public, the media, and the police in the fight against crime.  It offers anonymity and cash rewards to persons who furnish information leading to the arrest of criminal offenders and the capture of fugitives. 

Crime Stoppers is based on the principle that "Someone other than the criminal has information that can solve a crime" and was created to combat the three major problems faced by law enforcement in generating that information:

  • Fear of REPRISAL and attitude of APATHY
  • Reluctance to get INVOLVED

Three Essential Elements Make Up a Crime Stopper Program

The Community
Citizens are responsible for forming a Crime Stoppers non-profit corporation, whose directors establish policy, determine the amount and method of reward payments, work closely with the police and the media, and generally oversee the program. The directors are also responsible for fundraising, and volunteer service. Tax money is not sought.

The Media
Crime Stoppers methods, objectives, successes, and phone numbers are publicized on a regular basis by the media. An unsolved "Crime of the Week" is given special treatment with details published in newspapers, on the radio, and in certain cases a re-enactment on television.

The Police
A special Crime Stoppers phone with a well-publicized number is provided to the community. Callers are assigned a special Code number and NEVER give their names. If, after the investigation, the information leads to an arrest, the caller is entitled to a reward.

Patrol Administration:

Volunteers in Policing

Volunteers in Police Service (VIPS) is a program that provides an opportunity for the San Angelo citizens to become involved with and to assist their police department through volunteer activities.  This program recruits citizens to perform a variety of tasks within the department to support the efforts of sworn and civilian personnel.  VIPS volunteers work in a wide variety of positions and their assignments are based on the personal preference of the volunteer as well as on training provided by the department.  Tasks include but are not limited to:

  • Calling victims of unassigned cases and noting additional information
  • Sorting case jackets
  • Working with Crime Stoppers
  • Researching articles of criminal evidence that are being held in evidence
  • Shredding police files to comply with orders of destruction
  • Calling outstanding warrants
  • Data Entry
  • Enforcing disabled parking laws
